Hi Sara, Thankyou for the advise. I did contact my local housing officer in october2011.I was told that although they confirm that I am overcrowded by one bedroom I will be still in the same band .They also said I can't apply for exchangeor house swap because the property is for some reason can't be exchanged.I feel helpless and frustrated. please advice.

IMO, the Permitted number would be 3. 4 would be Statutory overcrowding.
IMO, There are also Statutory age restrictions, where children share one-bedroom accomodation with each-other & parents.
However, I stand to be corrected on the above points.
I suggest you contact your Local Council Housing Dept, to verify the above points & to get Hyde moving.
Good luck with any impending move to more suitable accomodation
