Same here, my housing officer got very very very stroppy with me over an ASB matter by email & letter and never once returned my calls despite requesting each time - said I was contacting them too much and expecting too much...
I'm so so so sorry for doing that, silly me, paying your wages and having to endure living in crap conditions due to the actions of other low-life Hyde tenants. I'll try harder to suffer in silence, maybe there's a course I can go on... edited by Spunky69 on 07/11/2011

We have dedicated Anti Social Behaviour Coordinators working within our Neighbourhood Teams in each of our office hubs. Our commitment is to remove flytipping where it is our responsibilty to do so (ie on our land). Such removals may also incur a service charge . Unfortunately dumped rubbish is an increasing issue within our communities and of course you should receive prompt communication from our team when reporting such service issues. I am not certain if you have spoken to the local Neighbourhood Manager at either Southampton, Chichester or Hove (depending on where you live ) but I would suggest a discussion if you have any concerns with the local delivery of services from the local Neighbourhood team.

Here's an example
For at least five years people have been fly-tipping in a communal bin area attached to my property. Trying to resolve the issue has proved difficult, with the burden for keeping the area clean falling mostly upon myself. Trying to get hydemartlet to take any sort of proactive responsibility is proving an impossible task. For example, some large items of rubbish have remained in situ for at least two months. Others have been added. This afternoon the employees and vehicle used to clear such rubbish came to the building. I asked the employees if they could take the dumped items. I was told they could not do so without authorisation from the office. Accordingly I rang the office but was told the "neighbourhood coordinator" - apparently the only person who could deal with the matter - was at lunch. To my surprise, I was told that this neighbourhood coordinator would need to visit the site personally before the rubbish could be cleared. Why the employees tasked with collecting rubbish cannot identify rubbish themselves when it is in front of their eyes is beyond me. So nothing was done and the vehicle left the area (empty) and the rubbish remains. The coordinator failed to call back after lunch and so I rang again, was left on hold for about 5 minutes and finally spoke to her.
The conversation that followed was absolutely typical. Despite the fact that hydemartlet employees are well aware that the area is used for fly-tipping, the idea that hydemartlet should conduct estate visits in a manner that allows them to monitor the problem was entirely rejected.

There's something going profoundly wrong with the culture at hydemartlet, which seems to be run increasingly for benefit of its employees (who were not exactly an alpha bunch in the first place). Actually getting them to do things (apart from go on jollies) is becoming more and more difficult as the culture becomes cosier and cosier. The level of inefficiency across the group must be absolutely staggering
